LTDD 3.0 has been enhanced to include organizational changes and new FAR clauses. Some of the LTDD 3.0 enhancements include:

• Added ability to manage Cases not Administered by DCMA
• New user roles
• Updated existing user roles
• Added Email Notifications
• Updated Reports

The Lost Theft Damaged Destroyed eTool application can be accessed from the eTools portal.

• If Government property is lost, damaged, destroyed or stolen, the Government must determine liability.
• The Property Administrator (PA) is warranted by a “Certificate of Appointment” and is an authorized representative of the Contracting Officer (CO), assigned to administer the contract requirements and obligations relating to Government property.
• The PA investigates and processes reports of LTDD of Government property.
• PA provides recommendations to the CO concerning Contractor liability for LTDDs of Government property on the basis of contract terms and conditions.

The PA may grant relief of responsibility for LTDD of Government property on the basis of contract terms and conditions when authorized through the PA’s "Certificate of Appointment."
