WAWF FAQs*

1. Why does the DD250 print on more than one page?

The electronic version of the DD250 is different than the paper version. We understand that this a minor inconvenience and it will be addressed at a later time.

2. Can “Black Contracts” or classified contracts be processed in WAWF?

If the contract is classified but the documents (receiving report, invoice) don't require restrictive markings ("classified, secret, top secret, noforn, etc.), then the documents can be done in WAWF, if any of these types of markings are requires, then they shouldn't done in WAWF.

3. Can you tell me who to contact at the Navy if I have a WAWF question?

You can call the Navy WAWF Hotline. The number is 1-877-251-9293.

4. A number of my contracts require me to send copies of completed DD250’s to various points of contact. If I use WAWF will I be compliant with my contract?

Yes.

5. How long does WAWF training take?

Instructor lead training lasts about two to three hours depending on how many questions are asked.

6. How many invoices a month do I have to do to qualify to use WAWF?

There is no minimum number of invoices required. So even if you do only one invoice a month we encourage you to do it in WAWF.

7. Can DCMA Personnel use contractor desktops computers to electronically sign receiving reports in WAWF?

Yes.

8. Do sites pay any money/usage fee as they use the WAWF system?

No. This is a DOD program and is free to all users.

9. I know WAWF is a web based system. Are there any applets, batch files, or scripts that are downloaded on the user PC?

None.

10. How does the WAWF security model work? (Users, access, privileges, etc.)

Users request access to a DODAAC (vendors request access to a cage code) during self-registration. Users fill in a form 41, signed by their supervisor and approved by the WAWF Navy POC (for the government). For vendors, their Electronic Business POC signs the form 41. See registration instructions on WAWF home page for more details. Once activated, users only see documents for the DODAAC (or Cage Code) they are authorized.

11. Are there cookies (stored in my PC) as a result of the login to WAWF?

No.

12. What computer hardware is needed to implement WAWF?

None. All that is need is access to the internet.

13. Can I do “MOD” billing in WAWF?

The contractor's can utilize the commercial invoicing format in WAWF to invoice modification billings. The invoice number should be "MOD" for the first 3 positions of the invoice number and the last 4 positions to identify the modification number. DFAS will validate the modification on EDA.

14. I am using a Netscape browser and attempting to extract an attachment from a 3.0 document. When I select the document I get a pop-up box that indicates this is an "Unknown File Type". When I select the "More Info" button then select "Continue" on the "Security Information" dialog box that pops up I notice that the Misc. Info page of the document I am viewing becomes corrupted. Should I be concerned about this?

While it appears that the page is corrupted because of clicking on the button, if you click on any other tab and then return to the Misc Info page it will be displayed correctly. After that the user can continue to work on the document

16. What clauses should be in all contracts to use WAWF?

The two current WAWF clauses are:

  • 252.232-7003 Electronic Submission of Payment Requests -- contractor shall submit payment requests using electronic forms.
  • 252.246-7000 Material Inspection and Receiving Report -- contractor using the WAWF fulfill the requirement for a material inspection and receiving report (DD Form 250).

UID and RFID clauses requiring use of WAWF are in the works.

17. Can destination acceptance be taken care of in WAWF?

Yes. As long as the destination acceptance location has deployed WAWF (registered to use WAWF). The Military Services are working to fully deploy WAWF in the next few months and DLA will start its deployment with WAWF v. 3.0.7 scheduled for deployment in the 1st. quarter of CY 2005.

18. Why do I want to use WAWF when I’m already using WINS?

Because WINS vendors will have to migrate to WAWF when WAWF is able to reproduce the functionality in WAWF. That is happening as we speak. We expect that at some point in the next year or so WINS will be phased out.

19. As a contractor why do I have to use WAWF?

It is required by contract and it is a public law. Also, to the contractor’s advantage, experience shows that WAWF users get paid quicker, enhancing vendors cash flow. It is in the contractor’s best interest to switch to WAWF.

20. Is WINS the same as WAWF?

No. The main difference is that WAWF allows the Government to perform Inspection, Acceptance, and/or Approval of contractor invoices and receiving reports. WINS does not have the capability. As a result it can accommodate all payment processes.

21. Where can I find WAWF training documents?

There are two training websites:

  1. WAWF web base training site
  2. WAWF practice server. Follow the directions in the “Training Instructions” link to practice.

22. How do I get training to use WAWF?

Vendors should contact their local DCMA Office, Carol Albany at (703) 428-0540, or Gunther Imer at (703) 614-8568. DCMA users should contact their CMO WAWF lead.

23. Who do I have to supply DD250’s to if I use WAWF?

No distribution is required as WAWF does electronic distribution of the receiving report. However contractors are still required to provide a packing list to go with the shipment.

24. If I check either the ARP or COC box do I still have to send a copy with the shipment?

No. In an April 1, 2002 Memorandum the Director, Defense Procurement, stated that “When Certificate of Conformance is authorized, contractors will “execute” Certificates in WAWF-RA by including the appropriate indicator in the electronic transaction rather than through the inclusion or attachment of the text or the certificate.”

25. What do I have to do to activate my cage code in WAWF?

Can either e-mail or call the WAWF help desk. For WAWF help desk contact information see answer to FAQ # 15.

26. My WAWF session time out warnings and calendar date selections have stopped working.  What can I do to fix the problem?

With the release of Windows XP SP2, Internet Explorer added a pop-up manager. While the majority of pop-ups tend to be advertisements, some are used for genuine reasons. WAWF uses small non-intrusive pop-ups to access the client certificate stores for Public Key operations, session time out warnings, calendar date selections.   WAWF site(s) can be added to the 'allowed' list on a site-by-site basis or the user or support staff could make a setting if they have appropriate permissions to allow all secure web sites (HTTPS) to initiate pop-ups without further intervention.

27. I understand that DFAS will stop paying paper invoices. Is this true?

Yes, that is true. As of July 1, 2005 DFAS will no longer accept or pay paper invoices. See attached link for a copy of the letter that was sent to contractors.
