Program Roles and Responsibilities
DCMA Director
(D)
a. Approves SCEP Policy and Program goals.
Chief, DCMA Recruitment and Special Programs Division (DCMAC-DC)
a. Responsible for development of DCMA SCEP policy and program guidance.
b. Ensures program supports DCMA mission, goals and business performance
plan and Human
Capital Strategic Plan.
c. Responsible
for SCEP implementation and execution in accordance with established Agency
policy and guidance.
DCMA SCEP Program Manager (DCMAC-DC)
a. Manages
the SCEP Program.
b. Coordinates program implementation with Divisions.
Divisions
a. Implements
and markets the DCMA SCEP opportunities.
b. Designates the District office of primary interest for the SCEP program.
c. Approves SCEP Agreements Training Plans.
d. Processes requests for SCEP appointments.
e. Processes referrals for permanent employees assignments.
Commander/Director, Contract Management Office (CMO)
a. Appoints a SCEP Program Coordinator.
b. Evaluate student candidates and make referrals to the District, Director
HR.
c. Make referrals for permanent employment assignments to District, Director
HR.
Supervisor
The SCEP
supervisor is responsible for initiating the Request for Personnel
Action (RPA) to convert the SCEP to a permanent position within 120
days of degree completion. SCEPS may not remain on DCMA rolls after
120 days. At the end of the 120th-day, if the graduate has not been
converted to a position in the competitive service, he/she must be
separated per Executive Order 12015. Conversion is not
mandatory.
SCEP CMO Coordinator
a. Serves
as liaison between SCEP employees and District SCEP Program Manager.
b. Advises CMO Commander/Director on SCEP Program issues.
c. Provides information to CMO recruiters on SCEP opportunities.
d. Mentors SCEP employees (coaches, advises, acts as a liaison, etc.).
e. Coordinates with supervisor on OJT/Rotational assignments.
Training Coordinator
Tracks SCEP employee training requirements/completions.
