Highly Qualified (HQ) Contract Specialist (1102) |
All
Contract Specialist positions require at a minimum a bachelor's degree from an
accredited educational institution authorized to grant baccalaureate degrees;
AND at least 24 semester hours of study from an accredited institution of higher
education in any combination of the following fields: accounting, business,
finance, law, contracts, purchasing, economics, industrial management,
marketing, quantitative methods, or organization and management obtained within
or in addition to the bachelor's degree.
This
requirement applies to those entering DoD 1102
positions on or after Oct 1, 2000. Current civilian personnel in DoD, who
occupied GS-1102 positions or contracting positions with authority to award or
administer contracts above the simplified acquisition threshold in an Executive
Department on or before September 30, 2000, are exempt from meeting this
requirement. Individuals who occupied a similar occupational specialty to the
GS-1102 while serving in the military on or before September 20, 2000, are also
exempt from meeting this requirement.
The

The criteria for a highly qualified packaging Specialist may be meeting one or more of the following criteria relative to the position being filled. Minimum requirements include Military Logistics and formal instructor training. The ideal candidate will possess much of the below experience or training.
Supply Chain Management or Military Logistics experience such as:
- Ability to read, interpret and apply contracting clauses from DoD contracts
- Military Leadership training such as ROTC, OCS or senior enlisted leadership academies (descriptions vary between services, but generally have been attended military personnel at the E7 and above levels in all services)
- Corporate Leadership/Management training or equivalent formal education.
- Participation in or leadership of Integrated Process Teams (IPT), team leadership or supervisory experience
- Military Preservation, Packaging and Packing knowledge and experience
- Experience in directing/evaluating supplier cost / schedule data and systems to determine whether mechanical design, production, integration, and test events yield a producible, effective, operational product within the schedule, and cost requirements of the program
- Evaluation experience including incident, trend and root cause analysis of problems such as shipping damage
- Customer Service experience

The criteria for a highly qualified Supply Management Specialist (2003) may be meeting one or more of the following criteria relative to the position being filled.
- Experience in initiating, developing, installing, or administering Procurement Systems, Material Requirements Planning (MRP) Systems, and Production Planning and Control (PPC) systems
- Experience in Statistical Process Control (SPC) and Statistical Application and Evaluation to the level of performing calculations and working resolutions to out of tolerance values. Developing confidence levels as it pertains to establishment of service levels as well experience in Poisson distributions and probability distributions as related to supply chain issues such as on time delivery, parts failures or scrap and rework issues
- Experience in initiating, developing, installing, or administering Business Systems Evaluations, such as but not limited to MRP systems, SAP, or systems such as Advanced Planning & Scheduling systems, with emphasis on evaluation of Industry Supply Operations or Supply Management Programs as to determine operation adequacy and/or system deficiencies
- High Proficiency with computer software with specific emphasis on database programs such as Access or SQL and demonstrated proficiency developing applications in these type databases utilizing MS Excel, visual basic or other tools and programming languages.
- Experience in initiating, developing and determining appropriate specifications, metrics or values to assess procurement, supply chain and/or manufacturing system performance.
