30 Percent or More Disabled Veterans

30% or More Service Connected Disabled Veteran Authority (SCDVA) allows any Veteran with a 30% or more service-connected disability to be non-competitively appointed.  DCMA may give a noncompetitive temporary appointment of more than 60 days or a term appointment to any veteran:

  • Retired from active military service with a disability rating of 30 percent or more; or
  • Rated by the Department of Veterans Affairs (VA) since 1991 or later to include disability determinations from a branch of the Armed Forces at any time, as having a compensable service-connected disability of 30 percent or more.

There is no grade level limitation for this authority, but the appointee must meet all qualification requirements, including any written test requirement.

The agency may convert the employee, without a break in service, to a career or career-conditional appointment at any time during the employee's temporary or term appointment.

To apply to the DCMA non-competitively as a 30% Service Connected Disabled Veteran:  

Step 1:  Log in (or create) your account at the USAJobs site.

Step 2:  Create/Review your resume, and upload all supporting documentation documenting your eligibility for the 30% SCDVA.  This should include a current SF-15 (available below), your DD-214, Veterans Administration 30% SCDVA Civil Service Preference Letter (downloaded from e-benefits), and any other supporting documents (as described on the OPM Website).

Step 3:Opportunities tab and select the position you wish to apply for.

Step 4:  Apply for the selected position, ensuring that you select the appropriate box for 30% SCDVA, and attach the supporting documentation you uploaded earlier.  Don’t forget to attach your transcripts, and/or other documentation to verify your qualification for the position.
