DCMA deputy director assumes lead agency role

Sonya Ebright, a Senior Executive Service member and retired naval officer, assumed leadership of the Defense Contract Management Agency July 17. Marine Corps Lt. Gen. Greg Masiello, the agency’s former director, was nominated by President Donald Trump to lead the F-35 Lightning II Joint Program Office in June.

Masiello) fair winds and following seas and look forward to working with him and his future team as one of our very important customers,” said Ebright, who has served as DCMA deputy director since May 2022. “I am deeply honored, humbled and energized to serve alongside such a committed and mission-driven workforce. You continue to deliver results with resilience, precision and professionalism. Your efforts ensure our warfighters receive the capabilities they need, when and where they need them, and no one does it better.”

In her new role as acting director, Ebright leads a Defense Department organization of just over 10,000 civilians and military personnel managing more than 304,000 contracts with a total value of nearly $7.9 trillion.

“More than ever before our acquisition insight is being requested and relied upon," said Ebright. "We have recently received new missions to include supply chain oversight for the President's drone dominance mission. DCMA has also been tasked by Acquisition and Sustainment and the Chairman of the Joint Chiefs of Staff for more data, program information and acquisition insight.”

Prior to her tenure as deputy, she led the agency’s Contracts Executive Directorate, which was her first civilian position at the agency. In her final stop as an active-duty naval officer, Navy Capt. Ebright led DCMA’s International Command. Her 37-year military career included leadership roles in contracting, operations, finance, logistics, strategic management and special programs.

As deputy director, Ebright championed the agency’s reorganization, the years-long effort to align with its Defense Department customers and address budget challenges. She oversaw several workforce communication efforts including mandatory supervisor training and strengthened relationships with other Defense Department agencies, notably the Defense Logistics Agency, DCMA’s largest customer by contract count.

Ebright earned master’s degrees from the Naval Post Graduate School and the Eisenhower School at the National Defense University, and a bachelor’s degree in English from the University of Idaho.

During his time with the agency, Masiello oversaw much of the agency’s reorganization, including standing up 11 new or reorganized offices. He also led the agency through a comprehensive return to in-office work and other efforts to align with administration and Defense Department priorities. Masiello’s 38-year Marine Corps career includes aviation assignments and leadership roles at the VXX/VH-71 Presidential Helicopter Replacement, V-22 and F-35 program offices.
