Air Force ROTC cadets visit DCMA Fixed Wing St. Louis

Thirty-eight cadets from the Air Force Reserve Officer Training Corps Detachment 305 at Louisiana Tech University in Ruston, Louisiana, participated in a two-day mission immersion site visit with Defense Contract Management Agency Fixed Wing St. Louis and Boeing St. Louis personnel May 7-8.

DCMA Fixed Wing St. Louis is a part of the Systems Command.

The program provided cadets with an early-career opportunity to experience the defense industrial base, fighter aircraft production and the acquisition ecosystem that equips America’s warfighters.

“We enjoyed hosting this ROTC detachment to expose the cadets to what it takes to equip our nation’s warriors,” said Navy Capt. Dan Martin, DCMA Fixed Wing St. Louis commander. “It was a rewarding experience to meet and support the next generation of patriotic Americans who have volunteered to serve our great nation with pride.”

DCMA, Boeing, and the Detachment 305 Commander, Air Force Lt. Col. Justin Reynolds, organized the event. During the visit, the cadets received an in-depth briefing on DCMA’s mission and its central role in the defense industrial base. Cadets learned how DCMA serves as the Department of War’s independent contract administration organization by acting as the critical link that ensures equipment and advanced technology reach warfighters on time, on specification, and at the highest levels of quality and reliability.

The briefing detailed DCMA’s responsibilities across the contract lifecycle, including production oversight, quality assurance, risk management, supply chain integrity and sustainment support. The cadets gained a clear understanding of how DCMA partners with industry leaders to deliver combat-ready capabilities while protecting taxpayer interests and maintaining the strength of the defense industrial base.

“Boeing St. Louis and DCMA truly rolled out the red carpet for the cadets,” said Reynolds. “The team was outstanding, and the level of support and hospitality were world class.”

The event also included guided tours of the F-15 Eagle production floors, engineering areas, modification lines and test facilities. These hands-on experiences reinforced the DCMA briefing by showing the cadets the real-world translation of contract oversight into aircraft that provide air dominance for the joint force.

The program was structured to expose cadets to the full spectrum of career fields available through ROTC and upon commissioning – engineering, program management, logistics, contracting, quality assurance, and operational test and evaluation. By experiencing both the contractor’s production mission and DCMA’s government oversight role together, the cadets left with a much broader and more informed perspective on how the Department of War functions as an integrated system.

“The cadets learned that even if it’s a weapon coming off an aircraft, the entire force of career fields has to come together to make it all happen,” said Reynolds.

According to Martin, the cadets departed with a deeper appreciation for the complex ecosystem that sustains U.S. airpower and a clearer vision of the many ways they can contribute as future officers, whether they are flying the aircraft, maintaining them, or supporting the acquisition and industrial processes that make them possible.

The event provided another example of collaboration between the DOW, industry and the ROTC pipeline.

“DCMA Fixed Wing St. Louis and Detachment 305 continue to lead by providing these high-impact, career-shaping experiences that produce more knowledgeable, motivated, and ready second lieutenants for the United States Air Force,” said Martin.
