About The Small Business Program

The DCMA Small Business Program mission and objective is to evaluate and analyze how well prime contractors ensure small businesses receive a fair proportion of prime contractors' subcontracts. Our strategy to achieve this objective is to conduct compliance reviews of the prime contractors' subcontracting programs and to actively assist customers in the development of subcontracting plans for their contractors. By doing this, the Agency helps foster business innovation and new technologies, support for the war fighter, strengthens and sustains the military and economic industrial base, and promotes private enterprise.

Role Of The Small Business Ombudsmen

The DCMA small business ombudsman serves as the advisor to the Agency Director on policy issues related to small business concerns, serve as the agencies' primary point of contact and source of information. The DCMA small business ombudsman evaluates and analyzes how well prime contractors ensure small businesses receive maximum practicable opportunity to participate in prime contractors' subcontracts. This is accomplished through direct communication with the Contracts Executive Directorate; more specifically the Procurement Center and the Small Business Compliance Center.

DCMA is the Department of Defense (DoD) contract manager, ensuring acquisition programs are delivered on time, within cost, and meet performance requirements. DCMA is integral to the entire end-to-end acquisition process - from pre-award through contract closeout. DCMA manages more than 352,000 prime contracts with more than 23,000 contractors worth more than $900 billion.
