Mass warning and notification for DCMA employees

Note: the information on this page is applicable to DCMA employees only. Other (non-DCMA) DoD employees should contact the Alert! Helpdesk at (866) 515-0551 or email usarmy.detroit.devcom-gvsc.mbx.em2p-help-desk@army.mil for assistance with the ALERT! Mass Warning Notification System.

DCMA uses the unified government-operated Alert! system. Service members, DoD civilians, and contractor support can update information and register for the Alert MWNS by visiting alert.csd.disa.mil (opens in new tab, external link) with a Common Access Card on any computer connected to the government network. If you have difficulty, seek assistance from your operational unit mission support office, contingency planner/management analyst, or DCMA Emergency Management at dcma.lee.hq.mbx.emergency-mgmt-and-continuity-prgms@mail.mil.

Stay in touch, have a plan

Update your emergency contact info! Make sure your contact information is current in both the Fourth Estate Personnel Accountability and Assessment System (FEPASS (opens in new tab, external link)) and in Army Alert! (opens in new tab, external link). These are two separate databases that don't share information, so verify both.

Be informed, plan ahead, take action. Visit ready.gov (opens in new tab, external link) for comprehensive information on emergency planning.

Make a kit. Stock an emergency kit with basic supplies — most items are inexpensive and easy to find. Download a printable checklist (opens in new tab, external link), then consider unique needs (opens in new tab, external link) for your family, including supplies for pets (opens in new tab, external link) or seniors (opens in new tab, external link).

After an emergency, you may need to be self-sufficient for several days. Keep your own food (opens in new tab, external link), water (opens in new tab, external link), and other supplies on hand to last at least 72 hours.

OPM Hurricane Guidance

OPM Hurricane Guidance (opens in new tab, external link) provides information on federal HR benefits and flexibilities for federal employees, annuitants, survivors, and agencies affected by hurricanes and other natural disasters.

Agency Chief Human Capital Officers (CHCOs) regularly communicate the impact of hurricanes on their agency websites. CHCOs and OPM address HR-related questions and hardships the federal community experiences as a result of natural disasters, and updates are posted to the OPM hurricane page and social channels as new HR information becomes available.

Emergency Leave Transfer Program (ELTP)

In the event of a major disaster or emergency as declared by the President that results in severe adverse effects for a substantial number of employees, OPM may establish an Emergency Leave Transfer Program (ELTP). Under this program, federal employees may donate annual leave to employees of the same or other agencies who are adversely affected, or have family members who are adversely affected, by the disaster or emergency.

OPM, in consultation with the Office of Management and Budget, works with agency headquarters to assess the need to establish an ELTP.

Available Counseling

As part of relief efforts, free, confidential, face-to-face counseling is available to hurricane victims. These services are available to DCMA civilian employees and their families through a nationwide network of counselors, usually within a 30-mile radius of the employee's location.

Types of counseling available include grief, loss of home and possessions, financial loss, children's reactions, new life planning, change of schools for children, marital issues, and improving relationships at home and at work.
