My DCMA: James Winbush, Earned Value Management Systems Center director

My DCMA showcases the Defense Contract Management Agency’s experienced and diverse workforce and highlights what being a part of the national defense team means to them. Today we meet James Winbush.

My name is James Winbush, and this is “My DCMA.”

I am the director of the Earned Value Management Systems Center based at DCMA headquarters.

My team and I are responsible for validating the defense contractor’s Earned Value Management Systems to ensure the accuracy and reliability of the contractor’s data provided for Department of Defense acquisition decision making. We provide oversight for approximately 350 programs across 152 locations with a contract value of more than $444 billion.

I have been a part of the DCMA team for 1.5 years.

I like working at DCMA because we provide critical support and oversight in the DoD acquisition process. DCMA continues to play a vital role in ensuring our warfighters receive new capabilities in a timely manner and maintain a high state of readiness. My organization’s focus is ensuring the department has accurate projections of the new capability delivery dates and the actual cost of development and fielding the capability. Ultimately this is critical to achieving acquisition program affordability goals and enhancing warfighter lethality.

My future career goals include establishing an EVMS career development program that charts a clear career path, with foundational training, to grow current and future EVMS analysts from an entry level through expert level. We have established the entry-level development part of the program and plan to implement in early Fiscal Year 2021, while continuing to develop the journeyman and expert levels.

When not constrained by COVID-19, some of the great things about my location includes being able to enjoy lots of entertainment within a short commuting distance. It is great to quickly be able to get to the beach or enjoy a day at a theme park without having to make extensive plans.

As the agency celebrates its 20th anniversary, I know we will continue to evolve and adapt to providing value added in delivering advanced warfighting capability when and where needed.

My favorite hobby is working out. I feel it is an important part of maintaining my total health and controlling job stress. Something unique about me is that I own a Harley Davidson Softail motorcycle. I enjoy getting on the road with no particular destination or time to get there.
